Road Obstruction
At a general meeting of the West Hull Municipal Council held on 5 March 1906:
Whereas Complaint has been laid before this Council that the roads of this Municipality have been allowed to become obstructed in the past:

Moved by Cr. Wm. D. Hopper Seconded by Cr. Philip Mulvihill that the Secretary Treasurer is hereby instructed to give public notice that any person or persons piling wood, lumber of any other obstructions whatsoever, impeding or rendering inconvenient the free passage of vehicles or foot passengers over any part of a Municipal road or bridge will be considered as violating the law in this respect, and further that this Council will take legal proceedings against them in order to enforce the law governing Municipal Code of the province of Quebec, and its amendments.

At a regular meeting of the West Hull Municipal Council held on 3 September 1907:

Moved by Cr. Gabriel Dunlop, Seconded by Cr. Philip Mulvihill. That whereas Complaint has been made before this Council that automobiles are being run over the roads of this Municipality at a speed far beyond that allowed by law, and dangerous to the travelling public, the Sec'y Treas'r be and is hereby instructed to notify all the owners of such vehicles using the roads of this Municipality that for the future legal action will be taken against any person running automobiles in the Municipality at a faster rate than that allowed by law. And that His Worship Mayor Michael McCloskey be and is hereby empowered for and in behalf of this Council to take the necessary legal steps in order to enforce the law in accordance with this resolution.

The above two motions almost had a parallel when the 1992 steam train commenced its series of runs, those who objected to its operation took steps to force it to a halt - they did too, briefly.
