AT A GENERAL MEETING OF THE WEST HULL COUNCIL HELD IN UPPER CHELSEA, 3 MAR 1890.
Minute No. 30:
Moved by Councillor Martin Welch Jr. seconded by Councillor Patrick Murtagh that a Bylaw be resented to this Council (to) regulate the issuing of certificates of licence (sic). Carried.
BYLAW No. 1
It is hereby ordained, resolved and enacted by Bylaw of the Council of the West Part of the township of Hull and the said Council doth hereby resolve, enact and ordain as follows:
Whereas it is necessary to regulate the issuing of a certificate to obtain a licence to ? un hotel or tavern to sell spirituous, vinous or fermented liquors.
And whereas it is necessary to levy a taxe (sic) for the granting of said certificate. Therefor it is hereby resolved, enacted and ordained:
That no person shall obtain a license to sell spiritous, fermented or vinous liquors within the limit of the Municipality unless he has obtained a certificate confirmed by this Council.
That persons applying for such certificate shall pay to the Secretary-treasurer the sum of nineteen dollars as a taxe and one dollar for fee.
That the number of certificates to be granted by this Council shall not be more (than) sixteen.
That no person shall obtain a licence to sell or retail spirituous, fermented and vinous liquors in a shop within the limits of this Municipality unless he has obtained a certificate confirmed by this Municipality.
The person applying for such certificate shall pay to the Secretary-treasurer the sum of nine dollars as a taxe and one dollar as a fee.
No more than three shop licences shall be granted by this Council.
That every certificate must be handed in (to) the office of the Secretary-treasurer on or before the 22nd day of April instant.

Minute No. 34:
Moved by Councillor James Hammond, seconded by Councillor Martin Welch Jr. that the auditors- report for the year 1889 is hereby accepted and that the Secretary-treasurer is authorized to paid (sic) the sum of $20 to said auditors, that is:
$10 to Geroge Edmonds
$10 to H. B. Prentiss.
Carried.
